India : CM to head 12-member team on smart city mission

SRINAGAR: The state government on Monday constituted a 12-member high-level committee headed by chief minister to review the implementation of Smart City Mission in the state.
According to a  government order, the members of the panel include ministers for tourism, culture, floriculture and parks, hous- ing and urban development, indus- tries and commerce, forest,
labour and employment, PHE, I&FC, and administrative secretary H&UDD (as member secretary).
“The state level advisory com- mittee shall review the implemen- tation of smart city mission in the State periodically for resolving inter-departmental issues, if any, and shall be serviced by the Housing & Urban Development Department,” the order added.
Meanwhile the government ac- corded to the constitution of Special Purpose Vehicles (SPVs) for Jammu and Srinagar cities for implementa- tion of Smart City Development Pro- jects in the cities of Srinagar and Jammu under Smart City Mission to ensure operational independence and autonomy in decision making and mission implementation
The key functions and responsi- bilities of the SPV include approval and sanctioning of the projects in- cluding  their  technical  appraisal; execute  the  Smart  City  proposal with complete operational freedom, take measures to comply with the requirements of MoUD with respect to the implementation of the Smart Cities programme; mobilize resources within timelines and take measures necessary for the mobilization of resources; approve
and ad upon the reports of a third party review and monitoring agen- cy; develop and benefit from inter- linkages of academic institutions and organizations; ensure timely completion  of projects according to set timelines; undertake review of activities of the Mission includ- ing budget, implementation of pro- jects, and preparation of SCP and coordination with other missions and
schemes and activities of vari- ous Ministries; monitor and review quality control related matters and act upon issues arising thereof.
